Resurrection Lutheran Church Safe Space for Schooling Program (RLC SSS Program) is a no-charge (funded under an Alaska State CARES Grant) drop-in program for students (1st grade to 12th grade) who need school space. In response to the COVID-19 pandemic, this plan (RLC SSS Plan) gives guidance to help mitigate the transmission of the coronavirus and provide a safe and healthy environment for RLC SSS Program students and staff.
RLC COVID-19 Mitigation Plan
RLC has adopted a COVID-19 mitigation plan (“RLC Plan”) in compliance a with State of Alaska COVID-19 Plan Forward and Phase III/IV Guidance issued on May 22, 2020. RLC is committed to providing a safe and healthy environment for staff, congregation members, volunteers and the public. To ensure that, RLC have developed the RLC Plan in response to the COVID-19 pandemic. Church staff, congregation members and volunteers are all responsible for implementing the RLC Plan. RLC’s goal is to mitigate the potential for transmission of COVID-19 in its church; and this requires full cooperation among church staff, congregation members, volunteers and the public. Only through this cooperative effort can the church establish and maintain a safe and healthy environment for everyone. The RLC Plan is available at all church entrances, from the church office and at www.rlcjuneau.org. The RLC Plan remains in effect, along with the RLC SSS Plan. In case of a conflict the RLC SSS Plan takes precedence (ask the RLC SSS Program Coordinator for guidance).
Roles and Responsibilities
RLC SSS Program Coordinator
RLC SSS Program Coordinator has overall responsibility for compliance with both the RLC Plan and RLC SSS Plan and the health and safety of the RLC SSS students, RLC SSS staff, RLC staff, congregation members, volunteers and the public. The RLC Plan remains in effect, along with the RLC SSS Plan. In case of a conflict the RLC SSS Plan takes precedence. The RLC SSS Program Coordinator provides guidance where conflict or questions arise.
Supervisor shall ensure that all directives for students, staff and volunteers are implemented and activities are conducted in accordance with this plan. Supervisor is in charge of reporting matrix and contacting those involved if someone shows symptoms or tests positive. Supervisor will assign staff to roles each day/shift.
The health monitor shall educate students, volunteers and staff of health guidelines in an age-appropriate manner. They shall conduct daily health assessments of staff, volunteers, and students. If a participant, volunteer, or staff becomes sick, then the individual is quarantined, and all parents are notified. All persons entering the RLC SSS program area must complete the current RLC SSS COVID-19 Entry Check.
The sanitizer will clean and disinfect frequently touched surfaces. This includes tables, doorknobs, light switches, countertops, handles, sinks, faucets, and toys.
Guides are responsible for ensuring no mixing of students between groups, appropriate social distancing, and safe, clean, healthy gathering areas.
Like all staff, volunteers will need to wear masks, maintain social distancing, and ensure a safe, clean, healthy program.
- An emergency contact list of all volunteers, staff, and students will be maintained that includes a reporting matrix for notification of an infected member
- On-site program will discontinue if active cases dramatically increase in the community, if students are unable to follow guidelines, or if the leadership team discerns the risks are too high to safely continue.
- Quarantine plan will be encouraged for students, volunteers and staff.
- Emergency medical equipment and PPEs will be stored in staff room.
- Program will shut down for 14 days if a positive case is identified among students, staff or volunteers
- The staff room will be the isolation room for anyone who suddenly becomes ill and must wait on a parent.
- Groups must be static, that is, no mixing of students between assigned areas.
- Group size must be no more than ten students in one room.
- Social distancing should be encouraged whenever possible with an understanding on limitations in social distancing in young students.
- One student per desk.
- No line may form for food.
Sanitizing / Housekeeping
- Staff will clean and disinfect frequently touched surfaces regularly. This includes tables, doorknobs, light switches, countertops, handles, sinks, faucets, and toys. (See Additional Resourcesfor cleaning guidelines)
- Staff will maintain an adequate supply of disinfectant, hand sanitizer, and paper towels to have available.
- Staff will wash hands frequently using hot water, if possible, with soap. Handwashing must occur before and after food preparation, assisting a student with eating, and contact with frequently touched surfaces.
- Cleaning and disinfecting will be conducted in compliance with CDC protocols weekly
- Staff will require frequent handwashing or use of hand sanitizer, if handwashing is not available, by the students.
- Face coverings must be worn by all staff and volunteers. Face coverings may be removed for a short time when necessary, such as when playing a musical instrument, but must be worn at all other times.
- Volunteers and staff shall utilize disposable gloves where appropriate and wash hands after removing gloves, as well as disinfect reusable supplies and equipment and utilize disposable hand towels.
- Cloth face coverings are prohibited on babies and students under the age of two because of the danger of suffocation, but cloth face coverings will be mandated in older students when not eating.
- Staff will explain health guidelines to all students and staff, in an age-appropriate manner and send information home to inform parents.
- Staff will ensure adequate supplies for the number of students in each group to minimize sharing of high-touch materials to the extent possible.
- Staff will post entryway signage stating clearly that any person with symptoms consistent with COVID-19 may not enter the premises and include this on all promotional material.
- Activities which require projection of voice or physical exertion must only take place outdoors, with a minimum of ten feet between each person, with an understanding on limitations in social distancing in young students. Microphones and sound systems will be used inside.
- Volunteers, staff and students will avoid touching face, especially eyes, nose and mouth
- Volunteers, staff and students who come from out-of-state or have recently traveled out-of-state, will require affirmation from the parent or guardian that the students have abided by the 14-day quarantine requirement prior to participation after arriving in the community.
